Governance and Compliance

Governance designed to support dependable service delivery.

Black Fleet London applies practical controls across operational management, safety, licensing, information handling, ethical conduct, service quality, business resilience and responsible supplier relationships.

Our governance framework is intended to support lawful operations, accountable decision-making and consistent passenger service. Controls are reviewed and developed as the business, regulatory environment and client requirements evolve.

01 Lawful operation Licensing and regulatory obligations form part of operational decision-making.
02 Clear accountability Roles, decisions, changes and operational actions should be identifiable and appropriately recorded.
03 Proportionate control Controls are designed around genuine operational and passenger risks.
04 Continuous improvement Feedback, incidents and service data inform corrective action and future development.
Governance in Practice

Governance connected to daily operations—not separated from them.

Effective governance requires more than publishing policy documents. It requires clear responsibilities, reliable records, proportionate checks and practical procedures that influence how journeys are accepted, allocated, managed and reviewed.

Black Fleet London is developing its corporate framework around operational realities: passenger safety, lawful allocation, confidentiality, service continuity, supplier accountability and responsible decision-making.

Our governance objectives

  • Support lawful, safe and professionally managed passenger transportation
  • Protect passengers, clients, chauffeurs, operators and business partners
  • Define responsibility for operational and corporate decisions
  • Reduce avoidable failures through checks, oversight and escalation
  • Protect confidential and personal information
  • Support transparent review, corrective action and continuous improvement
Governance Framework

A structured framework covering operational, corporate and supplier responsibilities.

Our framework brings together the controls required to manage a professional ground transportation operation while remaining proportionate to the services being delivered.

01

Operational governance

Booking review, controlled allocation, operating instructions, journey oversight, escalation and completion records.

02

Licensing and compliance

Consideration of operator, chauffeur and vehicle requirements before services are accepted or allocated.

03

Health and safety

Risk awareness, safe working expectations, incident reporting and reasonable measures to protect passengers and service providers.

04

Information governance

Data minimisation, controlled access, appropriate information sharing and responsible handling of passenger and client records.

05

Ethical business

Anti-bribery expectations, fair treatment, modern slavery awareness and responsible commercial conduct.

06

Quality and assurance

Service standards, performance review, complaints management, corrective action and documented improvement.

07

Resilience and continuity

Contingency planning, replacement arrangements, operational communication and service recovery.

08

Environmental responsibility

Cleaner vehicle options, route efficiency, reduced unnecessary idling and progressive environmental measurement.

Roles and Accountability

Clear responsibility across leadership, operations and service delivery.

Accountability must remain clear even where multiple parties contribute to a journey. Black Fleet London retains responsibility for the operational controls and client commitments associated with services that it accepts and manages.

01 Director oversight

Leadership oversight of governance priorities, policy approval, significant risks and material corrective actions.

02 Operations team

Day-to-day booking review, allocation control, communication, escalation, record keeping and service recovery.

03 Operating partners

Licensed private hire operators supporting service delivery must meet the agreed operational and compliance expectations.

04 Chauffeurs

Chauffeurs are expected to follow lawful instructions, professional conduct requirements and the operational procedures relevant to each assignment.

Operator Network Governance

Additional operating capacity must remain subject to control.

Black Fleet London maintains access to a well-connected network of licensed private hire operators. This supports wider geographical coverage, additional vehicle classes and contingency arrangements without removing the need for appropriate operational oversight.

Engagement within the network does not automatically qualify an operator, chauffeur or vehicle for every assignment. Suitability is considered against the journey, service class, client requirements, available evidence and operational circumstances.

Operator standing Appropriate operator licensing and business information should be available for review.
Insurance evidence Relevant insurance information should be current and suitable for the service being delivered.
Driver suitability Chauffeur licensing, identity and assignment suitability form part of the allocation process.
Vehicle suitability Licensing, insurance, condition, capacity and service-class requirements are considered.
Service expectations Conduct, communication, punctuality, confidentiality and passenger care expectations are communicated.
Escalation obligations Changes, delays, incidents and allocation risks must be reported through the agreed operational route.
Compliance-Led Allocation

Suitability considered before operational convenience.

Allocation decisions should consider the complete assignment rather than vehicle availability alone. The process includes journey requirements, passenger needs, service class, licensing considerations, evidence status and operational risk.

01 Review instruction

Passenger, route, timing, luggage and service requirements are checked.

02 Identify capacity

Suitable operating, chauffeur and vehicle capacity is identified.

03 Review evidence

Relevant compliance information is considered before confirmation.

04 Confirm suitability

The proposed allocation is checked against the assignment.

05 Issue instructions

Operationally necessary information and service expectations are issued.

06 Maintain oversight

Changes, risks and journey status remain subject to operational review.

Information-handling principles

  • Collect information for a defined and legitimate operational purpose
  • Limit access according to role and operational necessity
  • Avoid unnecessary disclosure of client and passenger information
  • Share only the information required to perform the assignment
  • Maintain appropriate operational and audit records
  • Report suspected loss, misuse or unauthorised disclosure
Information Governance

Passenger and client information handled according to operational need.

Ground transportation requires accurate information, but it does not require unrestricted access. Black Fleet London applies data-minimisation and controlled-access principles to booking, passenger, chauffeur, vehicle and financial information.

Information made available to an operator, chauffeur or other service provider should be limited to what is reasonably required to complete the assignment safely and professionally.

Incident, Escalation and Service Recovery

Problems addressed through structured reporting and proportionate action.

Operational issues cannot always be prevented. Governance is demonstrated by how quickly concerns are identified, how clearly responsibility is established and whether corrective action is completed.

01 Report

The issue, change, complaint or incident is raised through the appropriate operational route.

02 Assess

Immediate passenger, safety, service and information risks are considered.

03 Respond

Reasonable operational action is taken to limit disruption or prevent further harm.

04 Communicate

Relevant stakeholders receive timely and proportionate information.

05 Review

The outcome is recorded and corrective or preventive actions are considered.

Continuous Improvement

Governance must evolve with the operation.

Policies and procedures are reviewed against operational experience, client expectations, regulatory developments, complaints, incidents and changes in the way services are managed.

The objective is not administrative volume. It is better decision-making, stronger accountability and fewer avoidable service failures.

01 Observe

Review service delivery, operational records and emerging risks.

02 Evaluate

Consider incidents, complaints, feedback and control performance.

03 Improve

Update processes, communication, systems or training where appropriate.

04 Verify

Review whether corrective actions have delivered the intended result.
