Black Fleet London was not created overnight. Its foundations were developed through years of work in software, international European transport logistics, private hire, workforce mobility and high-volume operational coordination.

Those experiences established a simple principle: communication is the foundation of reliable service. When information moves clearly between the client, operations, chauffeur and vehicle, the risk of disruption becomes significantly smaller.

That principle now sits behind every airport collection, Meet & Greet, flight-tracked arrival and professionally managed journey delivered by Black Fleet London.

01 Before Black Fleet London

From a desk to the road.

Before entering private hire, founder Constantin Alin Rata worked in web and software development. After spending years behind a desk, he wanted space, movement and greater contact with people.

At 26 years old, he obtained his private hire licence in 2016 and began working with established chauffeur and private-hire companies.

Earlier experience managing technology inside the logistics department of an international European transportation company had already revealed an important similarity between moving goods and moving people: clients require accurate information, reliable timing and immediate communication when circumstances change.

When communication between departments was clear, the risk of issues became small—or disappeared entirely.

02 Researching the opportunity

When public transport reduced, essential work continued.

During the pandemic, research focused on organisations experiencing exceptional demand while public transport availability was severely limited.

Hundreds of people were approached through email and LinkedIn, including contacts connected with Ocado, Tesco and Amazon. The objective was straightforward: offer structured workforce transportation where normal commuting options were no longer sufficient.

An opportunity eventually emerged through PMP Recruitment to trial a transport solution supporting Amazon DSS2 in Basildon.

The October 2019 trial was initially delivered through another established operator holding the required licence. Performarket Limited was subsequently incorporated on 26 March 2020 and developed its own technology-led transportation operation.

03 One vehicle. One opportunity.

The trial became a complete transport operation.

The service began with one vehicle. It was efficient, responsive and structured around Amazon’s rapidly changing workforce requirements.

The successful trial led to Performarket being onboarded as a direct Amazon supplier. Capacity expanded to eight MPVs supported by other seven-seat vehicles, reaching as many as 13 core operational vehicles plus additional overflow capacity when required.

Performarket later supported DSS2 in Basildon and DBR3 in Horley, coordinating employees between train stations, residential pickup areas, overflow car parks and delivery stations.

Amazon did not begin by offering a fleet. It offered one opportunity to prove the operation.

When the world changed

Safety had to be designed into every journey.

Growth took place during the COVID-19 pandemic. Demand was high, conditions were unstable and protecting workforce members and drivers required new internal procedures.

Vehicles designed for six passengers operated at reduced capacity. Seating positions were restricted, surfaces were sanitised regularly and operational guidance was introduced to reduce avoidable exposure.

The objective was not simply to keep vehicles moving. It was to keep people moving while treating safety as part of service delivery.

Keeping essential workers moving

Routes, vehicles and people had to move as one operation.

These original photographs document the working environment rather than a staged representation of it.

The principal challenge was connecting vehicles to the correct routes. Workforce members lived in different areas, while evening and night shifts created genuine safety concerns. Asking people to walk long distances to a single collection point was not always appropriate.

Vehicles were therefore coordinated between train stations, residential pickup areas, overflow car parks and delivery stations. At the busiest periods, approximately 80 people could require movement within half an hour.

Technology before luxury

Communication had to move faster than the vehicles.

Performarket combined its own booking and dispatch application with Zello-based high-speed communication to coordinate client requests, driver allocations, vehicle movements, statistics and operational reporting.

On-demand overflow transport

A tablet inside Amazon connected workforce members directly to the operation.

Tablets equipped with Zello were positioned inside the Amazon site for overflow-car-park transport requests. When a workforce member requested collection, the control network coordinated the nearest available MPV.

The target response was approximately three minutes. This linked the Amazon site, overflow team, drivers and dispatch operation through one rapid communication channel.

The Performarket application itself was developed by Constantin together with a software engineer, connecting the company’s software background directly to its transportation operation.

Fleet readiness

Maintenance became part of customer service.

Performarket operated and later leased workshop premises in Barking, supporting its own vehicles and selected Amazon delivery-partner fleets.

Vehicle readiness managed close to the operation.

Two employed mechanics supported regular servicing, brakes, tyres, mechanical diagnostics, inspections, bodywork and repairs. The workshop could accommodate approximately two vehicles at a time.

Downtime had to be managed—not accepted.

A company recovery truck and dedicated recovery driver supported vehicles requiring assistance. The workshop also provided regular maintenance to selected fleets belonging to Amazon delivery partners.

When every minute mattered

The Kent Foods fire put the complete operation under pressure.

When the neighbouring Kent Foods warehouse was destroyed by a major fire, Amazon management requested the evacuation of the DSS2 workforce.

Amazon managers and Performarket coordinated the response together. Approximately 100 people were moved in less than 30 minutes using the available drivers, vehicles, Zello network, operational technology and management structure.

Workforce members were transported to train stations, the overflow car park or their homes according to their immediate circumstances.

The response demonstrated why resilience depends on more than vehicle availability. It requires clear leadership, communication, preparation and the ability to act without waiting for ideal circumstances.

No problem was left waiting to become larger. The operation moved towards it.

Performarket achieved Gold status through its EcoVadis procurement and sustainability assessment activity.

The company was also approached in connection with a potential BNP Paribas operation outside the United Kingdom. The opportunity was declined because the team remained fully committed to delivering the existing Amazon operation.

10 The next operating model

From direct Amazon supply to continued delivery through Zeelo.

On 17 March 2022, Performarket began supporting the Amazon programme through Zeelo. By then, public transport and bus services were returning, and the requirement had reduced significantly.

Zeelo provided the transport application used for train-station journeys. Performarket continued controlling the overflow-car-park operation and managing its own drivers.

The relationship continued until June 2025. The requirement ended after Zeelo was unable to compete commercially with the bus network that subsequently took over most Amazon sites across London.

The end of the contract created the company’s most difficult business transition. Vehicles remained on lease, suppliers required payment and outstanding invoices operated on 60-day payment terms.

The experience taught us never to build the future around one client, regardless of how important that client may be.
From Performarket to Black Fleet London

Corporate discipline, refined for every individual passenger.

The Black Fleet London trademark was registered because the company could already see a future in professional chauffeuring and a fleet defined by elegant black vehicles.

On 10 November 2025, Performarket Limited legally became Black Fleet London Limited. The legal entity remained the same; the specialist identity and public focus evolved.

The purpose was to bring the operational discipline developed through workforce transport—communication, preparation, rapid response, technology and customer obsession—to every individual passenger.

Black Fleet London became a transparent London chauffeur company shaped around client confidence rather than the vehicle alone.

The next chapter begins

From a United States arrival at Heathrow to Gatwick North.

At the end of January 2026, the first direct booking arrived through the Black Fleet London website.

The passenger was arriving from the United States at Heathrow Airport and travelling onward to Gatwick North Terminal. Business Class was selected.

By then, approximately 15 chauffeurs had already been onboarded. The journey was allocated to one of them, marking the beginning of the company’s direct premium-chauffeur operation.

In April 2026, the booking technology behind the website was expanded. The next objective is to release dedicated client and chauffeur applications that simplify communication, allocation and journey management.
